(A "portable antenna" is one that could be set up to improve the range of either a mobile or hand-held radio, that is separate from the radio and not a "rubber duck" that is attached to the radios or a mobile antenna that is mounted on a vehicle. A small beam or other base antenna on a portable mast would qualify, as would something like a j-pole that could be suspended from a nearby tree or other support.)

RACES Information

The following information applies to enrollment in the Radio Amateur Civil Emergency Service (RACES):

  • Each prospective member must complete a RACES operator Registration Form and return it to the RACES Officer.

  • Once approval is granted, the Director [of Emergency Management] designating the applicant as a certified RACES member. A photograph identification card is required for each RACES member.

  • In order to serve effectively as a volunteer member of the emergency staff, access to otherwise restricted areas, such as the EOC or the jurisdiction's communications center may be associated with RACES participation and assignments. To the extent that similar requirements exist for other members of the emergency staff with access to restricted areas, a limited background check may be performed. This would be in accordance with the jurisdiction's regulations and procedures.

  • RACES members are responsible for:

    • Participating in training sessions;
    • Briefing the RACES Officer of any change in equipment or amateur status that may affect operation in the RACES program;
    • Developing a stron background in emergency procedures, FCC Rules and Regulations, and network procedures;
    • Being available when emergency communications are required by the appointing Director;
    • Helping to strengthen the organization by offering suggestions and positive feedback to correct deficiencies;
    • Complying with volunteer standards established by the jurisdiction, and;
    • Notifiying the RACES Officer in writing when terminating membership.

  • Membership participation will be evaluated every two years. If a member's participation is lacking, membership terminates. If deemed adequate, membership continues for another two years
